An information society is one where the creation, distribution, and manipulation of information is a significant economic and cultural activity, facilitating education, commerce, and business.

Education has a major role in moulding the skill of the people. It not only improves the skills of individuals but also betters the technological know how, helps to secure better job and income and improves the standard of living.

Pure public goods are available free to all which is not case with the internet. One country, Finland, has defined access to the internet (at broadband speeds) as a legal right and pursues a universal access policy.

Adult education is a practice in which adults engage in systematic and sustained self–educating activities in order to gain new forms of knowledge, skills, attitudes, or values. Purposes of adult education may vary, the general purposes of which are summarized as: 

1. Vocational
2. Remove illiteracy
3. Social
4. Recreational
5. Self-development

Investment in human capital involves expenditures on education, health, and skill training, as these improve the productivity and quality of the workforce.

Operation Blackboard is a centrally sponsored programme which was started in $1987$ immediately after the Rajiv Gandhi NPE (National Policy Education) of $1986$.

The revenue generated by the education cess will be utilised to fund primary education. Primary education is the basic or the very first level of education, it is the most important level of education and is a fundamental right. Hence, the proceeds from education cess is used to fund primary education. 

In education sector the highest priority is given to primary education. Primary education is the basic primary stage of education that is considered as a fundamental right for the age of 6-14 years of age. Hence, maximum importance is given. 

The percentage of education expenditure of total government indicates importance of education in the scheme of things before the government. Percentage of education expenditure of total expenditure shows how much of the total expenditure has the government done on education thereby showing its importance. 

Elementary education takes the highest major share of total expenditure and higher education is the least. Elementary education/primary education is the basic or the first level of education and hence, government emphasises on it more. 

Educational achievements in the country are indicated in the country in terms of adult literacy, primary education completion rate, youth literacy rate. Literacy means having the ability to read and write whereas primary education is now a fundamental right for the kids aged 6-14 which will help them learn reading and writing. 

Money received by way of education cess is to be used funding aided schools, spending on midday meals, on infrastructure for providing elementary education. 

New policy on Education aims at expenditure on education as 6% of GDP. This shows the importance given by the government to education sector. 

The rise in the literacy rate over the years could be attributed to better inputs in primary education. Primary education or elementary education often in primary school or elementary school is typically the first stage of compulsory education, coming between early childhood education and secondary education.
