Hamilton, Ontario, Canada hosted the first Commonwealth Games (then called the British Empire Games) in 1930. This was the inaugural edition of what would become the Commonwealth Games. The United Kingdom has hosted multiple times but not first, Kuala Lumpur hosted in 1998, and Sydney in 1938 (second edition, not first).
