The Justice J.S. Verma Commission was formed to investigate the security lapses that led to former Prime Minister Rajiv Gandhi's assassination on May 21, 1991. The commission submitted its report in 1992 and recommended improvements in VIP security arrangements. The other commissions investigated different incidents or served different purposes.
