In Bangkok conference a Council of Action to control and guide the whole movement was formed and Rashbehari Bose was elected as the president of the council.

The second phase of the INA began when Subhas Chandra bose arrived at Singapore in July 1943 by German and Japanese submarines. two day later he officially took charge of the Indian Independence League.

In August 1943, Netaji took the charge of the Indian National Army and became its supreme commander. He set up the INA headquarters in Yangon and in Singapore and began to reorganise the INA.

The INA inspired uprising in the armed forces of the country. The Indian Naval rating in Mumbai rose in revolt in February 1946, similar uprising took place at Kolkata, Chennai and Karachi. These naval revolts shook the foundation of the British Empire.

At the Tripuri session of the Congress in 1939, Subhash Chandra Bose was standing for re-election as President of the Congress for second term. Gandhiji was  not in favour to make Subhash Chandra Bose as President. But in election Bose won by majority of votes and became President of Indian National Congress.

In 1939 Congress session was held in Tripuri. Tripuri is a small village in Madhya Predesh. In this session of Congress, Subhash Chandra Bose elected for the Presidentship of Indian National Congress.

Subhash Chandra Bose proclaimed the formation of the Provisional Government of Free India (Azad Hind) in Singapore in 1943.

Travelling through Peshawar and Russia, Subhash Chandra Bose reached Berlin. The Indian Community in Germany welcomed him as leader-Netaji; and greeted him with 'Jai Hind'. He frequently urged his countrymen on the radio to rise in arms against the British. He also founded Free India centers in Rome and Paris.

The radicals within the Indian National Congress were represented by: Jawaharlal Nehru and Subhas Chandra Bose.

Rash Behari Bose was the primary founder of the Indian National Army (INA) before handing over leadership to Subhash Chandra Bose.
