Under Article 110 of the Indian Constitution, a Money Bill must be returned by the President with or without recommendations but cannot withhold assent. This restriction exists because Money Bills deal with taxation and government expenditure, which have already been approved by the Lok Sabha (the directly elected house). The President's role is largely formal for Money Bills, preserving the supremacy of the Lok Sabha in financial matters. Other types of bills (Ordinary Bills, Constitutional Amendment Bills) have different procedures.
