Bharata was born to Queen Kaikeyi, the second wife of Dasharatha. Kaikeyi's demand that Bharata be crowned king (leading to Rama's exile) is the central conflict of the Ramayana. Bharata himself refused the throne and ruled as regent, placing Rama's sandals on the throne in his absence.
