Bharat Ratna is India's highest civilian award, instituted in 1954 to recognize exceptional service in any field without distinction of race, occupation, position, or sex. The Padma Vibhushan is the second highest, followed by Padma Bhushan (third) and Padma Shri (fourth). 'National award' is too generic to refer to any specific civilian honour.
