In classical conditioning, the neutral stimulus must be presented BEFORE the unconditioned stimulus for learning to occur. This is called forward conditioning: the CS comes first, then the US, which triggers the UR. Eventually, the CS alone produces the CR. The other orders either don't produce conditioning or represent different learning phenomena.
