In Oracle Applications, the Inventory responsibility is specifically used to set up organizations within the Inventory module. General Ledger Super User handles financial setup, System Administrator is for technical configuration, and Order Management Super User manages order processing - none of these handle organization definition for inventory purposes.
In Oracle Applications (E-Business Suite), setting up an Organization (defining Inventory Organizations, which underpin many downstream setups) is done through the Inventory responsibility, which exposes the Organization Definition/Parameters setup windows. System Administrator handles user/responsibility/profile setup rather than org definition itself, General Ledger Super User is scoped to GL setup, and Order Management Super User is scoped to OM transactions — none of those own the core organization-setup screens the way Inventory does.
