Local Flow Actions are actions that users can perform without leaving the current assignment - things like submitting a form, attaching a document, or taking a side action. These are added to Assignment shapes specifically because that's where users interact with the work. Utility, Decision, and Connector shapes don't have user forms, so they don't get Local Actions.
Local Flow Actions are attached to the Assignment (harness) form — they represent optional actions a user can take on a work item while it sits at a particular assignment step, alongside the mandatory flow action that advances the process. Utility, Decision, and Connector are non-interactive shapes in the process flow that execute automatically and don't present a user-facing form for flow actions to be attached to, since no human interaction happens at those shapes.
