The Revtrac request owner is responsible for transport movement to test and production boxes. This person creates the request and owns its lifecycle through the approval and movement process. Technical and functional owners have different responsibilities (development and requirements respectively) but not transport movement.
The Rev-Trac request owner is responsible for the actual movement of transports into the test/production boxes, since (per the earlier question) Rev-Trac consolidates and tracks all changes for a development under one request, making its owner the accountable party for orchestrating the transport through the landscape. The technical owner is responsible for building the change, and the functional owner for validating requirements — neither necessarily controls the transport-movement mechanics, which routes through the change-management tool's request owner instead.
