Quality culture originates from leadership. Senior management establishes the organizational tone, priorities, resource allocation, and behavioral expectations that shape culture. Quality and Training departments support implementation but cannot primary responsibility for setting culture.
Quality culture is set from the top down — senior management defines priorities, allocates resources, and models behavior, which shapes how seriously quality is taken throughout the organization. The training or quality department can support and implement quality processes, but they don't have the authority to establish the overarching culture on their own.
