The default ACL for Content Manager (CM) is specified in the Library Server configuration settings. This is where system-wide access control defaults are established for all CM operations, providing centralized security policy management.
In EMC Documentum content management, the default Access Control List (ACL) that applies to objects when no explicit ACL is assigned is configured at the repository (docbase/library server) configuration level -- it's a property of the server configuration, not something set per Resource Manager or purely by defining an ACL for one item type. Defining an ACL and associating it with an item type only affects objects of that type, it doesn't set the system-wide default. So 'Library server configuration' is the right place to specify the default ACL for Content Management.
