In HP Quality Center/ALM, a test plan tree is built manually by the tester: creating subject folders to organize tests logically, then defining individual test cases (with steps) within those folders. 'Converting releases to tests' isn't a real QC workflow for populating the test plan tree; 'saving automated tests' relates to test lab/automation integration, not authoring the plan tree; and 'defining test names for each test needed' alone, without folder structure, doesn't constitute building the tree — the standard approach explicitly combines folder definition with manual test creation.
