Which is the only country who has not ratified the Kyoto Protocol yet?

The United States was the only major industrialized nation that did not ratify the Kyoto Protocol during its initial commitment period. While the US signed the protocol under President Clinton, it was never ratified by the Senate. The US argued the protocol unfairly exempted developing countries like China and India from emission targets.
