The August Offer (August 8, 1940) was a proposal by Viceroy Lord Linlithgow during WWII to secure Indian support for the war effort. It promised Dominion Status as India's ultimate goal, recognized the right to frame a Constitution via Constituent Assembly, expanded the Executive Council, and granted minority veto powers. Both Congress and the Muslim League rejected it, leading to Gandhi's Individual Satyagraha in October 1940 with Vinoba Bhave as the first satyagrahi.
