All the government institutions are part of public administration. Public administration consists of the organizations and enterprises which are owned and operated by the government. So public administration and government institutions are synonymous terms.  

Woodrow Wilson, often considered the father of public administration, emphasized the implementation of law as the core of the field.

Pifnar is the theorist associated with the definition of public administration as the consolidation of community initiatives in implementing public policies.

Economic Affairs Department is a branch of Union Government to prepare and check country's economic policies and programmes having a relation on domestic and international aspects of economic management. The main responsibility of this department is the preparation and presentation of the Union budget of the state government under President's Rule and Union territory administrations.

Public administration is fundamentally the study of how government policies are put into action, which is known as public policy implementation.

Public administration is mainly concerned with the performance of different activities carry out by the government in the public interest. Government tries to find solutions like free ration for people below poverty line, housing for all by 2020, free textbooks for school children and ensure the welfare of the people through public administration. Governments go long way in creating and adopt policies, laws etc.

Bureaucracy is a large administrative organization that handles the day-to-day business of a government or society. It is the administrative system governing any large institution. It is managed by departments staffed with non-elected officials. 

Private administration is the operation, management and organization of the affairs of the business enterprise. Administration is carried out by private individuals/groups to earn profit for the organization while keeping in mind the interests of employees and clients/partners.

Dr BR Ambedkar, while explaining the reasons behind creation of All India services, made this comment. He emphasized on the strategic nature of some Govt posts and their role in ensuring high standards of administration.
