Explanation
Article 63 of the Constitution of India provides that There shall be a Vice President of India. Article 66(2) provides that Vice President shall not be a member of either House of the Parliament or of House of any State Legislature and if he is elected as vice president while he is member of Parliament or State Legislature, he shall be deemed to have vacated the office soon he is appointed. The vice-president is an ex-officio(by virtue of position) chairman of Rajya Sabha. He presides over the meeting of Rajya Sabha.
