In many traditional democratic tribal structures, the community council (Panch) holds the authority to hold the leader accountable, including the power to remove them if they act against the community's interests.

Main fuction of the patla is both. That is to ensure the unity of the villagers and to negotiate with the outsiders and government agencies on behalf of the villagers. The Ahoms, who established the Ahom Kingdom in the Brahmaputra Valley, were of Tai-Shan origin, which is part of the broader Mongoloid ethnic group.

The Ahom kingdom was established in 1228 when Sukaphaa, a Shan prince of Mong Mao entered the Brahmaputra valley. The Ahom dynasty lasted from 1228 to 1826. The rule of this dynasty ended with the Burmese invasion of Assam and the signing treaty of Yandaboo in 1826 led to subsequent annexation by the British East India Company.
