A government is headed by the Chief Minister. The Chief Minister, in order to manage the functioning of the government, appoints ministers at various levels like cabinet ministers, state ministers and deputy ministers. Every government departments is headed by a cabinet minister who is directly accountable for the functioning of the particular department. The heads of the government departments who are bureaucrats, are responsible for the handling of the government decisions. The bureaucrats project and get the works completed. The ministers give approval to the work.

Ex-Gratia is Latin for "by favour", and is most often used in a legal context. When something has been done ex gratia, it has been done voluntarily, out of kindness or grace. In law, an ex gratia payment is a payment made without the giver recognising any liability or legal obligation.

Under Article 249, the Rajya Sabha has the exclusive power to pass a resolution by a two-thirds majority to authorize Parliament to legislate on a subject in the State List in the national interest.

The Union Territories are controlled by the President through an executive, who is selected by him with an appropriate designation. This designation is called either Lieutenant Governor or Chief Commissioner or Administrator. In Andaman and Nicobar Islands, Puducherry and Delhi, the overseer is called Lt. Governor, while in Chandigarh, Dadra and Nagar Haveli, Daman and Diu and Lakshadweep he/she is known as Administrator.

According to the Constitution, the Chief Minister is appointed by the Governor, and other ministers are appointed by the Governor on the advice of the Chief Minister.

Recognized as the Grand Old Man of India, Dadabhai Naoroji was an intellectual, educator and political figure who promoted the Zoroastrian religion and the Indian culture. He organized India’s freedom struggle by delivering speeches and writing articles on the exploitation of India by the British. Naoroji was elected President of the Congress in 1886.

The Governor appoints or dismisses other ministers on his advice. The Chief Minister allocates or re-allocates the portfolios among the ministers.

The responsibility for maintaining unity and integrity among the members of the council of Ministers lies mainly with Chief Minister.

As the head of legislative assembly and the spokesman of the state government. The Chief Minister is responsible for explanation of all government policies.

Chief Minister is responsible for answering all question in debates in the assembly. Even he comes to the rescue of a minister if he faces any difficulty during the debates in the assembly.
