Among the given options, a person born on and before 1983, 1981, 1982 are eligible for contesting in elections of Rajya Sabha. And persons 1986, 1984 are not eligible. This is because minimum age for contesting in Rajya Sabha is 30 years. And people born in 1986, 1984 do not possess the age of 30 by the year 2013.

Rajya Sabha is a permanent House and is not subject to dissolution.  However, one-third Members of Rajya Sabha retire after every second year.  A member who is elected for a full term serves for a period of six years.  The election held to fill a vacancy arising otherwise than by retirement of a member on the expiration of his term of office is called Bye-election. A member elected in a bye-election remains member for the remainder of the term of the member who had resigned or died or disqualified to be member of the House under the Tenth Schedule.

The Vice-President of India is the ex-officio Chairman of the Rajya Sabha, who presides over its sessions. The Deputy Chairman, who is elected from amongst the house's members, takes care of the day-to-day matters of the house in the absence of the Chairman.

Rajya Sabha is the permanent house and is presided over by the Vice President of India, who is its ex-officio chairman. A Deputy Chairman is chosen from amongst the members of Rajya Sabha. Rajya Sabha cannot be dissolved.

The maximum strength of the Rajya Sabha can be 250 members. The members fall into two categories- nominated and elected. 
The nominated members are 12 in number who are nominated by the President from among persons having special knowledge in matters such as literature, art, science, etc.
238 members are elected by the States in the Union. 
The Rajya Sabha is a permanent House. Each member of the Rajya Sabha is elected for a term of six years.

i) He should be an Indian citizen.
ii) He should be at least 30 years of age.
iii) He should have his name in the electoral rolls in some part of the country.
iv) He should not be insolvent.
v) He should not hold any office of profit under the government.
vi) He should not be a proclaimed criminal.
vii) He should not be of unsound mind.

Article 80 of the Constitution lays down the maximum strength of Rajya Sabha as 250, out of which 12 members are nominated by the President and 238 are representatives of the States and of the two Union Territories.  The present strength of Rajya Sabha, however, is 245, out of which 233 are representatives of the States and Union territories of Delhi and Puducherry and 12 are nominated by the President. The members nominated by the President are persons having special knowledge or practical experience in respect of such matters as literature, science, art and social service.

The constitution of India states the maximum permissible strength of elected representatives to the upper house (Rajya Shaba) shall be $250$. Where $238$ shall be elected representatives from the lower house and $12$ representatives shall be chosen by the president.

The Rajya Sabha is called House of States or Council of states. Members of Rajya Sabha are elected by the state legislative assemblies. Its members represent the state at the centre. Rajya Sabha protects the right or the interest of the states against the union.
