Panchayati Raj System

The 73rd Amendment to the Constitution of India, passed in 1992, introduced the Panchayati Raj System in India.

The three tiers of the Panchayati Raj System are Gram Panchayat (village council), Panchayat Samiti (block council), and Zila Panchayat (district council).

The State Government is responsible for the overall supervision and control of the Panchayati Raj System.

The minimum age requirement for becoming a member of a Gram Panchayat is 18 years.

The term of office for a Gram Panchayat is 5 years.

The main function of a Gram Panchayat is to provide basic services to the village, promote economic development in the village, and resolve disputes within the village.

The main function of a Panchayat Samiti is to coordinate the activities of the Gram Panchayats in the block, prepare and implement development plans for the block, and provide financial assistance to the Gram Panchayats.

The main function of a Zila Panchayat is to coordinate the activities of the Panchayat Samitis in the district, prepare and implement development plans for the district, and provide financial assistance to the Panchayat Samitis.

The role of the Gram Sabha in the Panchayati Raj System is to approve the Gram Panchayat's budget, elect the members of the Gram Panchayat, and review the Gram Panchayat's performance.

The role of the State Election Commission in the Panchayati Raj System is to conduct elections to the Panchayati Raj bodies, delimit the constituencies for the Panchayati Raj elections, and resolve disputes related to the Panchayati Raj elections.

The role of the Finance Commission in the Panchayati Raj System is to recommend the distribution of financial resources between the Union and the States, between the States and the Panchayati Raj bodies, and between the Panchayati Raj bodies and the Gram Sabhas.

The main challenges faced by the Panchayati Raj System in India are lack of financial resources, lack of trained personnel, and political interference.
