Legal Framework for Disaster Management

The Disaster Management Act, 2005 was enacted to provide a legal framework for disaster management in India. It provides for the establishment of a National Disaster Management Authority (NDMA), State Disaster Management Authorities (SDMAs), and District Disaster Management Authorities (DDMAs).

The primary function of the NDMA is to prepare and implement the National Disaster Management Plan. The plan outlines the strategies and measures to be taken to prevent, mitigate, and respond to disasters.

The Ministry of Home Affairs is responsible for coordinating disaster management activities in India. It is responsible for the implementation of the National Disaster Management Plan and the coordination of relief and rehabilitation efforts.

The SDMAs are responsible for preparing and implementing the State Disaster Management Plan, coordinating the response to disasters within the state, and providing financial assistance to disaster-affected areas within the state.

The NDRF is responsible for providing relief and rehabilitation assistance to disaster-affected areas. It is a specialized force that is trained to respond to natural and man-made disasters.

The DDMAs are responsible for preparing and implementing the District Disaster Management Plan, coordinating the response to disasters within the district, and providing financial assistance to disaster-affected areas within the district.

The NDRF, SDRF, and PMNRF are all used to provide financial assistance to disaster-affected areas. The NDRF is a central government fund, while the SDRF is a state government fund. The PMNRF is a fund that is managed by the Prime Minister's Office.

The NIDM is responsible for conducting research on disaster management, providing training and capacity building in disaster management, and developing guidelines and standards for disaster management.

The NDMA is composed of the Prime Minister as the Chairperson, the Union Home Minister as the Vice-Chairperson, the Chief Ministers of all the States and Union Territories, and other members as nominated by the Central Government.
