The vice- president - class-X

Chairman of Rajya Sabha is vice president. He is known as ex-officio chairman.

Present Vice President or chairman of Rajya Sabha is Venkaiah Naidu

He may by writing, addressed to the President, resign his office. Such resignation will be communicated by the President to the Speaker of the Lok Sabha. 

The Vice-President is elected indirectly by an electoral college consisting of members of both houses of the Parliament. The election of the Vice-President is slightly different from the election of the President as the members of state legislatures are not part of the Electoral College for the vice-presidential election.

The Vice-President of India who is currently, Hamid Ansari is the ex-officio Chairman of the Rajya Sabha, who presides over its sessions. The Deputy Chairman, who is elected from amongst the house's members, takes care of the day-to-day matters of the house in the absence of the Chairman.

An electoral college consisting of members of both Houses of Parliament elects the Vice-President. The election is held in accordance with the system of proportional representation by means of a single transferable vote. 

The Vice-President of India is the second highest constitutional office in the Indian Government after the President. Article 66 deals with the election of the Vice-President. He is elected by an electoral college consisting of all the elected members of both houses of the Parliament and holds office for a term of 5 years.

Sarvepalli Radhakrishnan was an Indian philosopher and statesman who was the first Vice President of India from 1952–1962 and the second President of India from 1962 to 1967.

The Eleventh Amendment of the Constitution of India, officially known as The Constitution (Eleventh Amendment) Act, 1961, provided that the Vice-President shall be elected by the members of an electoral college consisting of the members of both Houses of Parliament.

Article 63 of the Indian Constitution states that there shall be a Vice President of India.

The present Vice-President of India is Venkaiah Naidu. He was sworn in as the 15th Vice-President of India on 11 August 2017. The Vice-President of India is the second highest constitutional office in the Indian Government after the President. He is elected by an electoral college consisting of all the elected members of both houses of the Parliament and holds office for a term of 5 years.

Article 63 of the Constitution of India provides that There shall be a Vice President of India. Article 66(2) provides that Vice President shall not be a member of either House of the Parliament or of House of any State Legislature and if he is elected as vice president while he is member of Parliament or State Legislature, he shall be deemed to have vacated the office soon he is appointed. The vice-president is an ex-officio(by virtue of position) chairman of Rajya Sabha. He presides over the meeting of Rajya Sabha.

 Article 63 of the Constitution of India provide for the Vice - President of India. The office Indian Vice President is largely based upon the model of American Vice President. He acts as ex officio chairman of the Rajya Sabha(upper house of Indian legislature) same as American Vice President who also acts as chairman of the Senate (upper house of American Legislature).

A person to be eligible for the election of the vice president must be qualified for the election as a member of the Rajya Sabha whereas for that of President he must be qualified for the election as a member of the Lok Sabha.

The Constitution of India specifically prescribes the function of the presiding officer of the Rajya Sabha. As the Chairman of the Rajya Sabha, the Vice- President presides over the meeting of the House. He is also the principal spokesman of the House and represents the collective voice to the outside world. Article 63 of the Constitution provides the Vice-President to be the ex-officio chairman of Rajya Sabha.

Article 68(2) of the Constitution provides that an election to fill a vacancy in the office of Vice-President occurring by reason of his death, resignation or removal or otherwise shall be held as soon as possible. It is further provided that the person elected to fill the vacancy shall be entitled to hold office for the full term of five years from the date he enters upon his office.

The Vice-President is elected by an electoral college consisting of members of both the Houses of Parliament. The Vice-President’s election, like that of the President’s election, is held in accordance with the system of proportional representation by means of the single transferrable vote and voting is by secret ballot.

The Vice -President can act like a president or discharge the function of the president. The provisions relating to it are given in Articles 65 and 70 of the Constitution. He can act as a president only for a maximum period of 6 months within which new president has to be elected.

The Deputy Chairman is elected by the Rajya Sabha itself from amongst its members. The Deputy chairman performs the duties of Chairman's office when it is vacant or When the Vice President (ex-officio chairman of the Rajya Sabha) acts as the President or discharges the functions of the President.

The Vice-President holds office for a term of five years from the date on which he enters upon his office. He can resign from his office at any time by addressing the resignation letter to the president

If any controversy, dispute or conflict arises regarding the elections of the President and Vice-President. The Supreme Court has the sole authority to decide the dispute and it has the original, exclusive and final authority in this regard.

The Vice-President is elected not directly by the people but by the method of indirect election.  He is elected by the members of an electoral college consisting of the members (both elected and nominated) of both Houses of the Parliament.

The Vice President is an ex-officio chairman of the Rajya Sabha which means by virtue of holding the post of  Vice President he becomes chairman of the Rajya Sabha.

The President holds office for a term of five years from the date on which he enters upon his office. However, he can resign from his office at any time by addressing a resignation letter to the vice- president. 

The President is entitled to a number of privileges and immunities. He enjoys personal immunity from legal liability for his official acts. During his term of office he is immune from any criminal proceedings even in respect of his personal acts. He cannot be arrested. But, after giving two month's notice civil proceedings can be instituted against him during his term of office in respect of his personal acts.

The Vice-President acts as a President when a vacancy occurs in the office of the President fue to his death, resignation, removal or otherwise. He can acts as a President only for a maximum period of six months within which a new president has to be elected. 

When a vacancy occurs in the office of the President due to his resignation, removal , death or otherwise, the Vice-President acts as the President until a new President is elected. In case the office of the Vive-President is vacant, the Chief Justice of India acts as the President or discharges the functions of the President.

M.Hidayatullah became Sixth Vice - President of India in 1979 and Dr. Shankar Dayal Sharma in 1987. Both were elected unopposed.

V.V Giri became Vice-President in 1967 and he resigned in 1969 for Presidential Elections when the then President Dr. Zakir Hussain died in Office. G.S. Pathak held the office in 1969 and B.D. Jatti in 1974 who later acted as President when the then President Fakharuddin Ahmed died in office. M.Hidayatullah succeeded the office of Vice President in 1979. He was also the 11th Chief Justice of India.
