According to the Indian Constitution, the Governor of a state is administered the oath of office by the Chief Justice of the High Court of that state.

The Governor of the state administers the oath of office and secrecy to the members of the state council of ministers.

The President of India has the constitutional authority to prorogue either House of Parliament. This power is exercised on the advice of the government.
