In the Indian Constitution, law and order are classified as a State subject, meaning the individual state governments have the primary responsibility for maintaining them.

Karnataka public service commission was established in 1951 which aims at solving all regional problems and to provide commission services in Karnataka. it is conducted of one chairman and nine members. 

The 7th Schedule of the Indian Constitution contains the three lists (Union, State, and Concurrent) that divide legislative powers between the Central and State governments. Law and order are listed under the State list.

Article 355 of the Indian Constitution imposes a duty on the Union government to protect every state against external aggression and internal disturbance.

In the context of Public Administration, the term 'Public' refers to the government or the state, distinguishing it from private or individual administration.

The term 'Public Administration' is historically attributed to the early 19th century, with 1812 being the widely cited date for its first formal usage in academic or administrative literature.

Karnataka public service commission was established in 1951 which aims at solving all regional problems and to provide services in Karnataka. The main office of Karnataka public service commission in is Bengaluru. 

Bureaucracy that is committed to the programmes of the political party in power is called as Committed bureaucracy. It is associated with the political party. 

Both Simon and Luther Gulick have defined the scope of public administration in ways that emphasize the executive functions of government, making the combined option correct.

Public administration performs all the function that are in the best interest of the public. They are the link between the public and the government as they implement all the law and policies of the government. 

All the government institutions are part of public administration. Public administration consists of the organizations and enterprises which are owned and operated by the government. So public administration and government institutions are synonymous terms.  

Woodrow Wilson, often considered the father of public administration, emphasized the implementation of law as the core of the field.

Pifnar is the theorist associated with the definition of public administration as the consolidation of community initiatives in implementing public policies.

Economic Affairs Department is a branch of Union Government to prepare and check country's economic policies and programmes having a relation on domestic and international aspects of economic management. The main responsibility of this department is the preparation and presentation of the Union budget of the state government under President's Rule and Union territory administrations.

Public administration is fundamentally the study of how government policies are put into action, which is known as public policy implementation.

Public administration is mainly concerned with the performance of different activities carry out by the government in the public interest. Government tries to find solutions like free ration for people below poverty line, housing for all by 2020, free textbooks for school children and ensure the welfare of the people through public administration. Governments go long way in creating and adopt policies, laws etc.

Bureaucracy is a large administrative organization that handles the day-to-day business of a government or society. It is the administrative system governing any large institution. It is managed by departments staffed with non-elected officials. 

Private administration is the operation, management and organization of the affairs of the business enterprise. Administration is carried out by private individuals/groups to earn profit for the organization while keeping in mind the interests of employees and clients/partners.

BR Ambedkar, while explaining the reasons behind creation of All India
services, made this comment. He emphasized on the strategic nature of some Govt
posts and their role in ensuring high standards of administration.

Administration means running organization with the skill to achieve the objective. To run the organization efficiently, the work has to be first planned, preparation for the particular work should be done. After planning, it has to be organized in a systematic manner. Then Controlling, it has to be supervise the running of that particular work to be done.

Higher civil services in India comprise of All India services (AIS) and Central Services (Group A) and rank classification system is used for classifying them.

In position classification system, an employee’s rank and salary are a function of the position she holds, i.e. the kind of functions and responsibilities attached to the job. For example, an education secretary will be paid for the work associated with the position and not on other factors like the service alloted to her.

On the contrary, in rank classification system,
an employee’s status and salary are determined with reference to the service she
is assigned after recruitment and not on the position she holds or the work she
does. For example, an IAS officer gets same salary irrespective of the fact
whether she works in the field or in secretariat.

True, Gandhiji's concept of Gram Swaraj influenced India's outlook of public administration to a great extent. Gram Swaraj, also called the village self-rule, focused on the decentralization of village rule. This means that all the villages should have their own working mechanism and means to obtain necessities of life such as, food, clothing, etc. rather being dependent on others. 

Degree college provides higher education to the students to achieve their goal.

Based on Indian postal service statistics, the average population served by a single post office is approximately 8,500 people.

E.N.Gladden defines Public administration as " Public Administration is concerned with the administration of government." It is an organization which use manpower and materials to complete the purpose. Public administration is plays  very vital role in the efficient running of the government. It is an action process of the government.

Bureaucracy is a government administration which is carried by departments staffed with non-elected officials. The founding father theory of Bureaucracy was Max Weber. He was a German Sociologist. According to him, Bureaucracy was a administration which is carried out by the trained professionals along with a rules which is fixed by the government.

Public administration consist of coordinating the work of the government  They have to work very effectively with the proper use of  men and material for the means by which the goals of the government are realized.

Private administration is a business activity. Private administration is the operation, management and organization of the business enterprise. It is non-governmental set-up. Private administration is profit oriented.

The Selection from within concept deals with the selection through promotions. It means that the selection is done through the action of choosing someone as being the best at his work. The skill of that individual bring out the best in his work, so he is selected by his within capability.

The Indian Armed Forces are the military forces consist of the Indian Army, Indian Navy and Indian Airforce. They are responsible for maintaining and protecting the territorial security and integrity of India. They work under Defence ministry of the Union government and take actions against the aggression and rebellion.

Anonymity is the principle in civil service that protects civil servants from being publicly blamed or credited for policy outcomes, as they serve the government of the day behind the scenes.

The Parliament (Union Legislature) keeps check on the conduct of ministers in the government. It exercises control on the cabinet and critically assess the policies of the cabinet. Members of the Parliament have the right to question the ministers about the working of their ministries. If they are not satisfied with their work they can pass no confidence vote against the minister. It is usually done to remove government in power.

The Bureaucrats or civil servants have strict code of conduct. They are supposed to be politically neutral. They must serve all political powers without being biased. They make policies and actions not in the influence of any political party's stand. They work for the administration of nation in which welfare of the people is paramount. They should abstain from taking any political stand which goes against the norms of bureaucracy.

To facilitate the efficient and capable administration, various departments and ministries are created. Secretariat is an organisation that aids the government in fulfilling its aims. It advices the ministers in framing policies. Principal or chief secretary is the head of the Secretariat.

Bureaucracy means civil servants or functionaries of the administration who are trained in public services and administration task of the nation. They form and implement public policies and work for the welfare of people. The collection of tax, rules regarding environment protection and implementing laws made by legislature in this regard and maintenance of law and order comes under the area of jurisdiction of Bureaucracy.

Reservation policy means reserving certain percentages of seats for certain marginalised section or backward classes in Government education institution, government jobs, promotions etc. It ensures equal participation and representation of marginalised sections of the society who otherwise cannot avail these opportunities.

Bureaucrats or public administrators play important roles in formation as well as implementation of the public policies.
