Chief minister - class-IX

Chief Minister has to act as the principal channel of communication between the Governor and the Council of Ministers.

In a democratic system, elected officials like the Chief Minister and other ministers are responsible for taking executive action and implementing policies for the state.

The Chief Minister is the Head of the State Government. He is the repository of all the power of the State. He is the Head of the Council of Ministers, the Legislature, and the leader of the majority party in the government. He should be a member of any of the two houses.

The Governor is the Executive Head and appoints the Chief Minister and the other Ministers on the advice of the Chief Minister. 

The Chief Minister of a state is appointed by the Governor of that state, not the President of India. The President appoints the Chief Justice, Election Commissioners, and Governors.

The Council of Ministers is responsible to the State Assembly. All of them must be members of the state legislature. Those who are not members at the time of their appointment must secure their seats in the legislature within a period of six months.They have to work as a team under the guidance of the Chief Minister. 

The Rajya Sabha represents the interests of the states and union territories in the Indian Parliament, giving it special powers regarding matters that affect the states.

Vasantrao Naik served as a Chief Minister of Maharashtra for a total of 4097 days.

Governor is the head of the State. The Constitution gives executive powers of the state to the Governor. He appoints the Chief Minister and other ministers on the advice of the Chief Minister. Ministers hold office during the pleasure of the Governor.

Chief minister is the head of legislative assembly, He is the Representative of State in National level. He is responsible for passing all important Bills in legislative assembly. 

The Governor has the power to reject the advice of Chief Minister for dissolve Legislative Assembly by exercising his discretionary power. 

Yashwantrao Chavan belonged to the Indian National Congress Party. He served in the office for 933 days.

The Constitution virtually gives a preeminence to the leadership of the Chief Minister by placing him at the head of the Council of Ministers.

A Chief Minister must be:

• a citizen of India.
• should be a member of the state legislature.
• 25 years of age at least.

If a person, who is not a member of the legislature, is elected chief minister, then he/she must take sign from the governor. He/she can be considered as the Chief Minister provided he/she gets himself/herself elected to the State Legislature within six months from the date of their appointment. In case this does not happen, he/she would cease to be the Chief Minister.

According to the result of the elections to the state legislative assembly, the Governor invites the party (or coalition) with a majority of seats for the formation of the government. The Chief Minister is also appointed by the Governor. He also the council of ministers in consultation with the Chief Minister.

The leader of the majority in the State Legislative Assembly is
appointed as the Chief Minister who selects his team of ministers. He
submits the list to the Governor who formally appoints them as
ministers. Normally, all ministers are taken from the members of the
state legislature.

Elections to the state legislative assembly are held every five years. Based on the result of the election, the Governor usually invites the party (or coalition) with a majority of seats to form the government. The Governor appoints the Chief Minister, whose council of ministers are collectively responsible to the assembly.

The Chief Minister has the prime responsibility of coordinating the work
of all departments of the government. He has to see that all the
ministers may work as a team and help each other. He resolves the
conflict or deadlocks between any two or more departments. His decisions
supersede the decisions of his ministers.

The Chief Minister presides over the meetings of the Cabinet. He
prepares the agenda of its meetings, communicates it to the ministers
and then presides over these. He can summon such meetings at any time.
As chairman of the Cabinet he plays a key role in the deliberations held
and the decisions taken.

The Constitution of India guarantees the citizens the right to freedom of speech and expression as the fundamental right. The government action and policies need not only be necessarily discussed in the legislature (Parliament or State legislature) but on other platforms also like holding a lawful public protest, demonstration, in newspapers, through mass media etc. An aggrieved person can also send a letter to the government office.

A
government is headed by the Chief Minister. The Chief Minister, in
order to manage the functioning of the government, appoints ministers
at various levels like cabinet ministers, state ministers and deputy
ministers. Every government departments is headed by a cabinet minister
who is directly accountable for the functioning of the particular
department. The heads of the government departments who are bureaucrats,
are responsible for the handling of the government decisions. The
bureaucrats project and get the works completed. The ministers give
approval to the work.

Ex-Gratia is Latin for "by favour", and is most often used in a legal context. When something has been done ex gratia, it has been done voluntarily, out of kindness or grace. In law, an ex gratia payment is a payment made without the giver recognising any liability or legal obligation.

Under Article 249, the Rajya Sabha has the exclusive power to pass a resolution by a two-thirds majority to authorize Parliament to legislate on a subject in the State List in the national interest.

The Union Territories are controlled by the President through an executive, who is selected by him with an appropriate designation. This designation is called either Lieutenant Governor or Chief Commissioner or Administrator. In Andaman and Nicobar Islands, Puducherry and Delhi, the overseer is called Lt. Governor, while in Chandigarh, Dadra and Nagar Haveli, Daman and Diu and Lakshadweep he/she is known as Administrator.

According to the Constitution, the Chief Minister is appointed by the Governor, and other ministers are appointed by the Governor on the advice of the Chief Minister.
