Lok Sabha and Rajya Sabha: Speakers and Constitutional Articles

Dr. S. Radhakrishnan was the first Chairman of the Rajya Sabha (1952-1962), serving during the period when the first Lok Sabha was constituted (1952-1957). N.C. Chatterjee, A.K. Gopalan, and Mahavir Tyagi were all prominent MPs but not Rajya Sabha Chairman.

Pandit Govind Ballabh Pant served as the Minister of Home Affairs in the first independent Indian government (1947-1954) and continued in the first Lok Sabha cabinet. Jagjivan Ram, C.D. Deshmukh, and Abdul Kalam Azad were all cabinet ministers but held different portfolios.

G.V. Mavalankar is known as the 'Father of the Lok Sabha' because he was the first Speaker of the Lok Sabha (1952-1956) and had previously served as President of the Constituent Assembly. He established many parliamentary traditions and procedures. Hukam Singh, N. Sanjiva Reddy, and G.S. Dhillon were later Speakers.

Sir Frederick Whyte was the first President of the Central Legislative Assembly from 1921-1925. The Central Legislative Assembly was the legislative body under British rule. Sir C.H. Seetalbad, Sardar Patel, and Sir Mohammad Yakub were not the first presidents.

Vithalbhai J. Patel was the first Indian to serve as President of the Central Legislative Assembly in 1925. He was the elder brother of Sardar Vallabhbhai Patel and a prominent independence leader. M.A. Ayyangar, B.R. Bhagat, and Dr. Balram Jakhar served later.

The Government of India Act 1919, also known as the Montagu-Chelmsford Reforms, introduced bicameral legislature for the first time in British India. It created two houses - the Council of State (upper house) and the Legislative Assembly (lower house). The 1935 Act later expanded this system but was not the first to establish it.

This was a unique situation where the office changed hands during the same Lok Sabha term. The sixth Lok Sabha was formed after the historic 1977 elections.

After G. V. Mavalankar's death in 1956, M. A. Ayyangar became the Speaker of the first Lok Sabha. Ayyangar had been serving as Deputy Speaker and was the natural successor. He completed the term of the first Lok Sabha which sat from 1952 to 1957.

Members of Parliament cannot represent Members of Legislative Assembly (MLAs) - they represent people in their constituencies, not legislative members. The Second Schedule of the Indian Constitution contains the salaries, allowances, and other provisions regarding the Chairman and Deputy Chairman of Rajya Sabha, and the Speaker and Deputy Speaker of the Lok Sabha. This schedule specifies the emoluments for these constitutional posts.

Under Article 101(3) of the Indian Constitution, a member of Parliament may resign by writing under their hand addressed to the Chairman or Speaker, as applicable. The resignation becomes effective upon acceptance by the Chairman or Speaker.

Ganesh Vasudev Mavalankar (G.V. Mavalankar) was the first Speaker of the Lok Sabha, serving from 1952 to 1956. He had previously served as the President of the Constituent Assembly and as Speaker of the Provisional Parliament.

Neelam Sanjiva Reddy was the Speaker of the fourth Lok Sabha (1967-1970) and later became the sixth President of India (1977-1982). He is the only Indian to have served as both Speaker of Lok Sabha and President.
