The second highest civilian award is Padma Vibushan.

It was formed in September 1968 after the poor performance of the Intelligence Bureau(which handled both internal and external intelligence) in the Sino-India war of 1962 and the India-Pakistan war of 1965 convinced the then government of India that a specialized, independent agency was required for competent external intelligence gathering.

Pandit Bhimsen Joshi received the Bharat Ratna in 2008, making him the last recipient up to 2011. The Bharat Ratna is India's highest civilian award. Amartya Sen received it in 1999, Lata Mangeshkar in 2001, and Bismillah Khan in 2001 (all received together).

Abhinav Bindra received the Padma Bhushan award in 2009 on the 60th Republic Day (January 26, 2009). He had won the Olympic gold medal in 2008. Mahendra Singh Dhoni and the Indian cricket team received Padma Shri in 2009, not Padma Bhushan. Aishwarya Rai received Padma Shri in 2009. Pankaj Advani received Padma Shri in 2009.

Jigme Khesar Namgyel Wangchuck was the King of Bhutan in 2011 (he became king in 2006 and was coronated in 2008). Bhutan is a Himalayan kingdom between India and China. Nepal had a different ruler in 2011 (the monarchy was abolished in 2008). Mongolia and Turkey are republics, not monarchies.

National Girl Child Day was launched by the Ministry of Women and Child Development in 2008 and first celebrated on 24th January 2009. The date commemorates the day of 2009 when the initiative was officially launched to highlight the inequalities faced by girls and promote their rights.

Yukiko Akaba of Japan won the 2011 Osaka International Ladies Marathon with a time of 2:26:14. She was a prominent Japanese marathoner who represented Japan in the 2008 Beijing Olympics and later won the 2011 Chicago Marathon.

Jayant Prasad, a 1979-batch IFS officer, served as India's Ambassador to Nepal from 2011 to 2013. He was previously Joint Secretary in the Ministry of External Affairs and later served as India's Permanent Representative to the UN Conference on Disarmament in Geneva.

International Customs Day is celebrated annually on 26th January by the World Customs Organization (WCO) to commemorate the inaugural session of the Customs Co-operation Council (CCC) held on that date in 1953. The day recognizes the role of customs officials and agencies in maintaining trade integrity.

Prime Minister Manmohan Singh underwent a successful coronary artery bypass graft surgery at AIIMS in January 2009. This was his second cardiac procedure after a similar surgery in 1990. The surgery was performed by a team of doctors led by Dr. Ramakant Panda.

Christian Colson, British producer of 'Slumdog Millionaire', received the Darryl F. Zanuck Producer of the Year Award at the 2009 Producers Guild of America Awards. The film won multiple Oscars including Best Picture, making Colson the first British producer to win this prestigious PGA award for that film.

Dilip Modi served as President of ASSOCHAM (Associated Chambers of Commerce and Industry of India) in 2011. He is a prominent industrialist and was leading this influential apex chamber representing various trade and industry sectors in India.

Roberto Zagha served as the World Bank Country Director for India in 2011. He was a senior economist who oversaw the World Bank's lending program and development initiatives in India during a critical period of economic growth.

Pradip Bhattacharya served as President of the West Bengal Pradesh Congress Committee (WBPCC) in 2011. He was a senior Congress leader from West Bengal and held this position during a period when the party was trying to regain its political foothold in the state.

Bangladesh has a replica of the Taj Mahal located in Sonargaon, near Dhaka. It was built by filmmaker Ahsanullah Moni at a cost of $58 million as a tourist attraction, replicating the original monument's architecture using the same materials from India.

Rahul Dravid received the NDTV Lifetime Achievement Award in 2011. The award recognized his outstanding contributions to Indian cricket, including his role in numerous Test victories and his exemplary conduct as 'The Wall' of Indian batting.

Joshna Chinappa became the first Indian women to win the WISPA title when she defeated Malaysia's Low Wee in the final of the NSC Super Satellite squash tournament on November 14, 2008 in Kuala Lumpur (Malaysia.)
