Case of possibility or probability of an event. Here, 'the sky being cloudy' provides the logic to the assumption. In cases of stronger probability, we use modal 'may'.

Though generally we use modal 'shall' with the first person (I or We), in cases of affirmation, determination and promises the correct usage is 'will'. Note that the Prime Minister is an authority and the asserion has to be a statement of intent or strong determination.

If the principal clause is in the present indefinite tense, the subsidiary clause may be either in present indefinite or future indefinite. Case of ability (present tense) demands usage of 'can'.

Case of ability (of present times). Modal 'can' best expresses the same.

Case of surity of past of future. We use modal 'would' in such cases.

Case of past ability. Modal 'could' best depicts the same.

Whenever we seek some permission from a senior, we use modal 'may'.

'Could' is used for meager possibility of something, while 'might' is used for more likelihood than 'could'.

To show the habit/ability of past, we use 'would or could'.

Case of an advise. Modal 'should' is the best usage for offering a piece of advice.

To refer to a habit of the past, we use modal 'used to'.

To show the ability (of present times), we use modal 'can'.

Case of certainity of probability of an event or action. Modal 'must' best fills the blank.

To show the slight likelihood of an  event, we use modal 'might'.

Modals 'must' and 'have to' both are used for demonstrating obligations. 'Must' is used to refer to an onligation that comes from within, while 'have to' is used for an obligation imposed from external factors. The doctor here is an external factor.
