DGCA Aviation Regulations and Operations

An aircraft registered in India requires permission from the Directorate General of Civil Aviation (DGCA) to fly outside India. The DGCA is the regulatory body responsible for civil aviation in India and controls international flight permissions. This is part of aircraft registration and airworthiness regulations. The External Affairs Ministry handles diplomatic matters, and the Prime Minister does not directly issue such permissions.

Taking mail on board an aircraft in India requires permission from the DGPT (Director General of Posts and Telegraphs, now part of the Department of Posts). This is because mail carriage is a postal service regulated by postal authorities, not just aviation regulations. The DGCA regulates aircraft operations, but mail specifically falls under postal jurisdiction. The District Magistrate and Central Government are not the direct authorities for this specific permission.

Aircraft Rules 1937, Part 3 specifically defines general safety conditions for aircraft operations in India. This part covers basic safety requirements that apply to aircraft operations. Part 3 is not about demolition (that's Part 8), medical standards are covered in different sections, and 'all of the above' is incorrect because Part 3 has a specific scope focused on general safety conditions.

A trainee pilot can fly without a license only when ALL three conditions are met simultaneously: flying within 5 nautical miles of the airport, having no passengers on board, and having dual controls fitted with an instructor on board. This is a training exception under aviation regulations. None of these conditions alone is sufficient - all three must be satisfied together for the trainee to legally fly without a license.

An airplane should NEVER be refueled inside a hangar. This is a strict safety rule because hangars are enclosed spaces with poor ventilation, and fuel vapors can accumulate creating a severe fire/explosion hazard. Refueling must be done outdoors or in designated well-ventilated areas away from enclosed structures. The time of day or presence of pilots does not change this fundamental safety prohibition.

Night currency requirements mandate pilots complete 5 night takeoffs and 5 night landings within the preceding 6 calendar months. This ensures recent experience and proficiency in night operations, including visual references, depth perception, and airport lighting familiarization.

Aircraft Rules 1937 Part XI explicitly prohibits slaughter houses within 10 km radius of airports. This zoning restriction prevents bird activity that could pose collision hazards to aircraft during takeoff, approach, and landing phases.

Aircraft Rules 1937 prohibit tall buildings and structures within 20 km of airports. This obstacle limitation zone ensures approach and departure paths remain clear for aircraft operations, maintaining required terrain and obstacle clearance.

DGCA regulations specify 12 hours bottle-to-throttle rule: from 2100 hrs consuming alcohol, 12 hours elapse to 0900 hrs next day. This mandatory waiting period ensures complete alcohol elimination from the system before flight duties.

Special VFR (SVFR) clearance requires minimum visibility of 1.0 NM. This reduced standard (compared to regular VFR) allows operations in controlled airspace when weather is below standard VFR minima but still permits safe visual flight.

Low flying violations carry penalty of 6 months imprisonment or Rs. 1000 fine or both. Aircraft Rules 1937 specify this punishment for unauthorized low flying, which endangers people and property on ground.

121.5 MHz is the international VHF (Very High Frequency) aviation distress frequency, known as the guard frequency. It is monitored worldwide for emergency communications and distress calls. This frequency is used for mayday calls and emergency situations.

The engine logbook tracks the engine's maintenance history, operating hours, and major maintenance events. As an Aircraft Maintenance Engineer (AME), the certified mechanic is responsible for maintaining accurate technical records. This ensures proper maintenance scheduling and airworthiness compliance.

The journey logbook (also called flight log) records each flight's details including departure/arrival times, flight duration, crew names, and aircraft registration. The pilot-in-command is legally responsible for ensuring accurate flight records are maintained for each flight they operate.

When aircraft departing on the same route diverge by at least 45 degrees immediately after takeoff, reduced separation of 1 minute is permitted. This is because the diverging tracks quickly establish lateral separation, minimizing collision risk. This is a standard ICAO separation minima provision.

When two aircraft follow the same track and same flight level, a 5-minute separation is required during departure. This provides sufficient time and distance buffer in case of emergencies or deviations during the critical departure phase. Same track/same level requires more conservative separation than diverging tracks.

For aircraft using the same VOR (VHF Omnidirectional Range) navigation aid at or beyond 15 nautical miles from the facility, 15 degrees of radial separation is required. This ensures adequate lateral separation considering VOR accuracy and course width tolerances. This is a standard navigation-based separation minima.

For aircraft using the same NDB (Non-Directional Beacon) navigation facility at or beyond 15 nautical miles, 30 degrees of separation is required. NDBs have less accuracy than VORs, requiring wider angular separation (30 degrees vs 15 degrees for VOR) to ensure adequate lateral separation between aircraft.
