Constitutional and Extra-Constitutional Bodies

Two additional Commissioners were appointed to the commission for the first time on 16^th October, 1989. But, they had a very short tenure, till 1^st January 1990. Later, on 1^st October 1993, two additional Election Commissioners were appointed.

The National Commission for Backward Classes has a three-year term as specified in the Constitution. This was one of the key features of the 102nd Constitutional Amendment which established the commission. The commission reviews and recommends inclusion or exclusion of communities from OBC lists.

Chairperson of the NHRC must be a retired Chief Justice of the Supreme Court of India.

The National Commission for Backward Classes is an Indian statutory body established on 14 August 1993, under the provisions of National Commission for Backward Classes Act, 1993. The commission was the outcome of the direction of the Supreme Court in the Mandal case judgement.
The duration of the commission is of three years.

The National Commission for Women (NCW) is a statutory body for women, established in 1992 by the Government of India under the provisions of the Indian constitution, as defined in the 1990 National Commission for Women Act.

Articles 315 to 323 of Part XIV of the Constitution, titled Services under the Union and the States, provide for a Public Service Commission for the Union and for each state.

Constitutional bodies are established by the Constitution itself. The Planning Commission (now NITI Aayog) was created by an executive resolution and is NOT mentioned in the Constitution. Election Commission, Finance Commission, and UPSC are all explicitly established by constitutional provisions.

The Union Government set up the National Commission for Minorities (NCM) under the National Commission for Minorities Act, 1992. Five religious communities, viz. Muslims, Christians, Sikhs, Buddhists and Zoroastrians (Parsis) have been notified as minority communities by the Union Government. On January 20, 2014, the minority status was granted. 

The Chairman and other members of the UPSC (Union Public Service Commission) are appointed by the President of India.

The Election Commission was a one-man body (only the Chief Election Commissioner) until 1989 when two additional Election Commissioners were added. This change was made to handle the increasing complexity of elections. The commission became a three-member body in 1993.

The Finance Commission of India came into existence in 1951.

The UPSC deals with civil services recruitment, promotions, transfers, and disciplinary matters. It is specifically barred from dealing with elections - that is the exclusive domain of the Election Commission. The UPSC's mandate is confined to civil services and personnel matters.

The prime minister happens to be the ex-officio chairperson of Planning Commission of India.

The Central Vigilance Commission (CVC) was institutionalized in 1964 based on the recommendations of the Santhanam Committee on corruption prevention. It was initially created through an executive resolution and later given statutory status in 2003. The CVC oversees vigilance administration in central government.
