Jyothi Basu is the odd one out because he was the only Chief Minister from West Bengal among prominent leaders from other states (Tiwari from Uttarakhand/Uttar Pradesh, Karunanidhi from Tamil Nadu, Laloo Prasad Yadav from Bihar). He also had the longest tenure as CM (1977-2000) and was from the CPI(M) party, making him politically distinct from the others.
