Dental plaque is a biofilm or soft deposit that accumulates on teeth and consists of bacteria embedded in a matrix. It forms when foods containing carbohydrates (sugars and starches) are frequently left on the teeth and bacteria grow. Fluoride is a mineral for prevention, calcium is in teeth/dentine, and plaque itself is NOT the dentine/enamel coating.
