It formed because Mars lacks plate tectonics, so a stationary hotspot kept building up the same volcano over a very long time instead of the crust moving away from the magma source (as happens on Earth). Jupiter, Saturn, and Uranus are gas/ice giants without solid surfaces to host such a structure.
