The Grameen Sanchar Sewak (GSS) scheme was launched by the Department of Telecommunications and implemented through BSNL to provide telephone connectivity in rural areas. It utilized the existing network of postmen (sewaks) to offer mobile phone services to villagers. IGNOU and the Ministry of Foreign Affairs were not involved in this telecommunications initiative.
