Dr. Manmohan Singh served as India's Minister of Planning (concurrent with Finance Minister) in the early 2000s under Prime Minister Atal Bihari Vajpayee. He was architect of India's economic liberalization. Farooq Abdullah, Kamal Nath, and Chidambaram held different portfolios.
