Paraguay and Bolivia are the only two landlocked countries in South America with no ocean access. Paraguay is situated between Brazil, Argentina, and Bolivia, while Bolivia lost its Pacific coastline to Chile in the War of the Pacific (1879-1884). Bolivia continues to seek Pacific access through negotiations. Note that Uruguay has coastline access, and Belize is in Central America, not South America.
