Lakshadweep has consistently been the most literate union territory in India, with literacy rates exceeding 90% (92.3% in 2011 census). The small population, strong emphasis on education, and developmental focus have contributed to this achievement. While Chandigarh and Delhi also have high literacy rates (around 87% and 86% respectively), and Puducherry is also educated, Lakshadweep maintains the highest literacy among all UTs.
