The Third Estate proclaimed itself the National Assembly on June 17, 1789, after being locked out of the Estates General meeting. This was a revolutionary act asserting the people's sovereignty. 1774 was when Louis XVI ascended the throne, while 1791 and 1793 are too late for this pivotal event.
