An Expert Review in UX/ usability is performed by experts using heuristics or guidelines, not real users. Compared to full user testing sessions with recruitment, scheduling, and analysis, expert reviews are relatively quick to conduct (hours to days vs weeks). While difficulty varies by expertise, speed is a defining characteristic.
An expert review relies on a small number of usability specialists inspecting an interface against known heuristics, which makes it relatively fast to conduct compared to full usability testing with real users. It is not necessarily based on one fixed guideline set, and because it uses experts rather than actual end users, it isn't representative of real-user behavior.
