The IBM-Microsoft-SAP alliance implemented the UDDI Business Registry (UBR) - Universal Business Registry. This was the live, public UDDI registry that allowed businesses to publish and discover web services. Options A and D are made-up names. Option B is redundant - 'UDDI Registry' just repeats the protocol name rather than the actual project name. The UBR was operational from 2000-2006 before being shut down due to lack of adoption.
