Outlook allows users to assign tasks to any contact in their address book, regardless of their role or frequency of use. When you assign a task to someone, they receive an email notification and can accept or decline the task. This collaboration feature works for all users in your contacts list.
In Outlook, any user can create and assign a task to another person via the Tasks feature — you compose a task request, and it's sent to the assignee who can accept or decline it; there's no special administrative permission required to initiate a task assignment (unlike, say, calendar delegate access). So 'Yes, every user can do' correctly reflects that this capability is a standard, unrestricted part of Outlook available to all users, not limited to authorized/admin accounts or only frequent users, and not simply unavailable ('No' is wrong since task assignment is a core supported feature).
