A desert is defined by being arid (extremely dry) - this is the characteristic that makes a desert a desert. While many deserts do have cacti and flat landscapes, these are not universal or defining features. Some deserts have rocky terrain or mountains, and not all have cacti. An oasis is actually an exception within a desert - a water source, not the defining feature. 'Arid' is the necessary condition.
