Which national capital doesn’t have a single traffic light?

Thimphu (Thimpu), the capital of Bhutan, famously has no traffic lights. Traffic is directed by police officers at major intersections. Copenhagen, Colombo, and Bangkok all have modern traffic systems with multiple traffic lights. Bhutan only briefly experimented with traffic lights before removing them due to public preference for human traffic control.
